In 2012, the Massachusetts Technology Collaborative (MTC) launched a program called the "Massachusetts Israel Innovation Partnership." Per MTC's website "the Massachusetts Technology Collaborative, together with the Israeli Industry Center for R&D, on behalf of the Office of the Chief Scientist in the Ministry of Economy, is offering grants to eligible applicants to fund research and development collaborations between companies in Massachusetts and Israel." The Boston Globe further reported, "Massachusetts is the first US state to establish a significant industrial R&D program with the State of Israel."

Northeastern University offers up the Kostas Research Institute for "private and as-needed secure convening venue for researchers, industry practitioners, and government agencies," and notes that "Collaborative Research and Development Matching Grant Program, Massachusetts Technology Collaborative, Administration of Governor Charlie Baker" has utilized the Institute for this purpose.
