The Essex County Sheriff's Department is a member agency of the Northeastern Massachusetts Law Enforcement Council (NEMLEC). NEMLEC is a "law enforcement council," which organizes SWAT teams and obtains military equipment for use by local police and other law enforcement agencies, while operating largely out of public view as a semi-private organization.
